Foryears, the nation had been embroiled in debates over states’ rights and theexpansion of slavery. Delivered two years before the start of the Civil War,the content of Lincoln’s speech was both unexpected and contrary to what hisadvisers would have preferred. Lincoln developed the idea that the Union is exceptional in public statements from 1858 until the end of the Civil War. In his First Inaugural in 1861, Lincoln called the Union “perpetual,” and “much older than the Constitution … [N]o State upon its own mere motion can lawfully get out of the Union.” For years, Lincoln held that Americans belong to the Union before they belong to political parties. Above all, Lincoln stressed in his speech that “a crisis” over slavery was imminent. He asked Americans to choose the common purpose that would best serve their Union – a government of all free or all slave states – before the crisis chose for them.
Soon after the court made its decision on April 9, several GOP lawmakers issued statements condemning the move, including Gress, Bolick and state Sen. T.J. Shope — who all hail from districts that could be competitive in November. Several GOP lawmakers and operatives said Trump’s comments could ease the decision to vote for a repeal for some Republicans who were on the fence, granting them permission to go against their values for a better chance at securing victory in November. A Republican lawmaker familiar with internal discussions said many in the caucus are inclined to delay the vote a week, until they can draft their own version of an abortion referendum to put on the ballot in November. The Arizona lawmakers did not get a chance to vote on whether to repeal the law Wednesday, as Republican leaders succeeded in blocking a vote on the House floor while their party scrambles to come up with a plan to deal with the issue.
As they weighed their votes ahead of Wednesday, many Republicans in Arizona described agonizing over the decision — reckoning with core beliefs as they texted colleagues, talked to constituents, pastors and priests, and prayed for wisdom. One received what they described as “threats” from a leading state antiabortion advocate. Once Republicans have support for an alternative referendum, the lawmaker said, they probably would proceed to vote together to repeal the 1864 ban and advance the ballot measure.
